How It Works
Different Positions:
If your Legacy Message and New Message are set to show in different positions on the page (for example, one as a banner and one as a nudge), both can appear at the same time.

If both messages are targeting the same position, only one will display.

This can change from visit to visit, so the experience is inconsistent.
